The Federal Reserve has been contracting with the private sector to build central bank digital currencies (CBDCs) for the United States, far beyond what could be considered traditional research. Congress has not given the federal government any direction when it comes to CBDCs.

Congress has never given the Executive Branch or Federal Reserve any authority to create or study CBDCs. If this White House wants to research a government surveillance tool that the overwhelming majority of Americans oppose, that direction should come from Congress.

This is why I have introduced legislation, H.R. 3712, the Digital Dollar Pilot Prevention Act, to expressly prohibit the Fed from creating a CBDC in the shadows without explicit authorization from Congress.

Congress won't authorize a CBDC, so the Fed's building one anyway. The Fed was designed to be a banker cartel that's independent of the people: It prints its own budget, it effectively appoints its own leaders, it even hands dividends to the banks who control it. As Ron Paul olCIA, yet it effectively runs our entire lives. While our elected representatives sit on the sidelines as spectators. It is an insult to democracy.

Yesterday, I spoke on the House Floor about my legislation, H.R. 3712, the Digital Dollar Pilot Prevention Act. It closes the Federal Reserve’s Central Bank Digital Currency (CBDC) pilot program loophole. Make no mistake: CBDCs are not about innovation—they are about control.
